Driver Risk Premium
Find out if you are affected by the Driver Risk Premium and how much you may have to pay.
You'll pay a Driver Risk Premium if you have at least one of the following:
  • one or more driving-related Criminal Code convictions
  • one or more 10-point Motor Vehicle Act convictions
  • one or more excessive speeding convictions
  • two or more roadside suspensions/prohibitions

Starting March 1, 2018, you'll also pay a Driver Risk Premium if you have two or more convictions for using an electronic device while driving. Find out more about changes to Driver Risk Premium starting March 1, 2018 (B.C. Government press release).
How the Driver Risk Premium is calculated
Each year just prior to your assessment date (which is usually your date of birth) we review your driving record for offences in the previous three years.
You receive only one DRP invoice per year, but each driving offence may impact DRP billings for more than one year, depending on the rest of your driving record in a three-year period.
The Driver Risk Premium (DRP), like Driver Penalty Points (DPP), is separate from Autoplan insurance premiums. They are billed even if you don't own or insure a vehicle.

Ways you can save money
There are two ways you can reduce the cost of your Driver Risk Premium (DRP). Give up your driver's licence for:
  • your entire billing period and your DRP premium could be eliminated. Contact us to discuss further.
  • at least 30 days during your billing period and your Driver Risk Premium can be reduced.
Steps to get your reduction
  • Go to a driver licensing office and let them know you’d like to give up your licence to reduce your premium.
  • When your chosen length of time has passed, call us to confirm the amount owing.
  • Return to a driver licensing office to reapply for your licence.
  • Pay what is owed on your Driver Risk Premium as well as the fee to have your licence re-issued.

Multiple crash premium
If you are 50 per cent or more at fault for three crashes in three years, you might need to pay a multiple crash premium (MCP) of $1,000 in addition to your regular Autoplan premiums. For each additional crash within three years, you would pay an extra $500.
If you are less than 50 per cent at fault for these crashes, the multiple crash premium doesn't apply to you.
Before you renew your licence or insuranceYour multiple crash premium must be paid before renewing your driver's licence or car insurance. Interest is applied to any outstanding amount.
Disputes
You can't dispute your multiple crash premium, but you may be able to dispute your fault in the crashes. If your dispute is successful, you could avoid paying this premium.
Options for reducing your multiple crash premium
You can avoid paying the multiple crash premium by giving up your licence for one year. Interest will be applied to any outstanding amounts.
If you get your licence re-issued before giving it up for a full year, we will pro-rate the outstanding amount on your multiple crash premium to the amount of time you have given up your licence.
Steps to get your reduction
To give up your licence:
  • Go to a driver licensing office and let them know you'd like to give up your licence to reduce your premium.
  • When your chosen length of time has passed, call us to confirm the amount owing.
  • Return to a driver licensing office to reapply for your licence
  • Pay what is owed on your multiple crash premium and a $17 licence reissue fee.

Licence suspensions
Some driving infractions fall under the Criminal Code of Canada. With criminal infractions, your driver's licence can be suspended for one year, three years, or indefinitely, based on your driving record.
Reductions and appeals
The one-year or three-year suspensions cannot be reduced or appealed. The indefinite suspension may be reduced if you meet certain requirements and have served five years.
If your licence has been suspended, you must surrender it to ICBC until your suspension is over or until after you have successfully appealed the conviction. Driving with a suspended licence could result in more penalties.

Surrendering your licence
Once you have received a notice of suspension, you must surrender your licence to ICBC along with the signed suspension notice, in person or by mail.Getting your driver's licence back
One-year suspensions
If you have reached the end of a one-year suspension, you can reapply for your driver's licence by following these steps:
1. Pay any outstanding fines or debts you owe to the court or government
2. Pay any amounts owed to ICBC, such as:
3. Serve any other requirements such as the Remedial Driver Program to the satisfaction of the Office of the Superintendent of Motor Vehicles.
4. Pay the $31 short-term driver's licence fee and $250 reinstatement fee
Suspensions of three years or more
If you have been suspended for three or more years, you must complete a re-examination road test for the class of licence that you held. However, the Superintendent of Motor Vehicles may require further testing to meet driver-fitness guidelines. You will also need to pay any outstanding fines or debts to ICBC.
RoadSafetyBC imposes interventions and refers drivers to appropriate programs to improve driving behaviour. Additional requirements include:

Driver prohibitions
Driver prohibitions are issued by RoadSafetyBC. The Office can impose interventions and refer drivers to programs to improve driving behaviour. If you've received a prohibition, you won't be able to drive for a certain amount of time.
Types of driving prohibitions
There are different types of driving prohibitions, including:
24-hour roadside prohibition
A prohibition issued to drivers impaired by alcohol, drugs, or both.
Immediate roadside prohibition
A three, seven, 30 or 90-day prohibition issued at the roadside to alcohol-impaired drivers under B.C.’s Motor Vehicle Act. Criminal charges may be laid separately.Administrative driving prohibition (ADP)
A 90-day driving prohibition issued to impaired drivers under the Motor Vehicle Act. Criminal charges may be laid separately.
Unlicensed driver prohibition
A prohibition may be issued for repeat unlicensed-driving offences. The length of prohibition is indefinite until the driver becomes licensed.
Driver Improvement Program prohibitions
A prohibition may be issued to drivers because of a poor driving record, or for other reasons decided by the Superintendent of Motor Vehicles. The length of the driving prohibition is decided individually for each case.

90-day administrative driving prohibition
ICBC provides services related to administrative driving prohibitions on behalf of RoadSafetyBC
What's an administrative driving prohibition?
An administrative driving prohibition is a 90-day driving prohibition issued to impaired drivers under the Motor Vehicle Act. It is separate from any Criminal Code charges that may result from the same incident. These prohibitions are issued by the Office of the Superintendent of Motor Vehicles. How to get your driver’s licence back
If you have reached the end of your prohibition, you can reapply for your driver’s licence by following these steps:

Driving while prohibited
There are more penalties if you are caught driving while prohibited. Driving while under a prohibition is a criminal offence.
  • On a first conviction, there is a fine from $500 to $2,000 and the possibility of imprisonment for up to six months, or both.
  • On a subsequent conviction, regardless of when the contravention occurred, the fine is $500 to $2,000 and 14 days to one year of imprisonment.
  • Your vehicle will be impounded. Even if the vehicle you’re caught driving is not yours, it will be impounded. Towing and storing costs will be charged to the owner.
  • You could be prohibited from driving for another 12 months.

Vehicle impoundment
To help keep our roads safe, police have the authority to take a vehicle off the road and impound it in a storage lot.
Reasons your vehicle can be impounded
  • impaired driving
  • driving while unlicensed or improperly licensed
  • driving while suspended or prohibited
  • excessive speeding (40km/hr or more over the posted limit)
  • street racing or performing a stunt
  • improperly seated on a motorcycle

Getting your vehicle back
How you get your vehicle back depends on the length of its impoundment.
Three-day and seven-day impoundments
For three-day and seven-day impoundments you may go directly to the impoundment lot. You also need to pay towing and storage fees to the impoundment lot.
Longer than seven days
For impoundments longer than seven days, you will need to go to a driver licensing office with required ID and your Notice of Impoundment. You can then collect your vehicle. You need to also pay towing and storage fees at the impoundment lot.
If our offices are closed when your impoundment ends
For impoundments more than seven days that end on a holiday or weekend when our driver licensing offices are closed, you can complete your Request for Vehicle Release form on the last business day before the closure.

Appealing a vehicle impoundment
ICBC administers the filing of appeals on behalf of RoadSafetyBC for vehicle impoundments that are 30 daysor longer.
To file an appeal for impoundments 30 days or longer, go to any driver licensing office. Be sure to bring your Notice of Impoundment with you.
No appeals for impaired driving
You cannot appeal a three-day or a seven-day impoundment for impaired driving.

If you can't collect your vehicle
You can authorize someone else to pick it up at the impoundment lot on your behalf. First, go to an ICBC driver licensing officeto complete an Owner's Authorization form. The person collecting your vehicle must then follow the steps above and present the form at the driver licensing office.

Once you've reported a claim online or by phone, you’ll receive an email that includes your claim number. An ICBC claims adjuster will review your claim within one business day. If we need more information to process your claim, we’ll give you a call.

I had a crash or other type of claim while driving outside of B.C. What should I do?

If you have a crash or other type of claim while driving outside of B.C., you can report a claim online (within Canada) or call us on the numbers above.
Please note: If you are reporting your claim from outside of Canada, we recommend calling us. If you try to report online, your IP address may be blocked for security reasons.
You can report your claim online or by phone 24-hours a day. If your vehicle can’t be driven or you’re concerned about driving it, your ICBC claims adjuster can help refer you to a repair location for assistance.
If you are driving in Alberta, Washington, Oregon or California, our partners Fix Auto (Alberta) or CARSTAR (Washington, Oregon and California) can provide immediate assistance and arrange repairs, towing or a rental vehicle.

What if English is not my first language?

How should I report my claim if I only have an interim driver's licence?

Please call ICBC to report your claim at 604-520-8222 or 1-800-910-5222.
Alternatively, you can wait until you receive your new driver's licence in the mail and report online then.
Please note that you must be the registered owner, principal operator or lessee of a personal vehicle to use the online claims service.


I’ve been in a crash with a vehicle that is licensed outside of B.C. What information do I need to collect?

If you’re in a crash with a vehicle that’s licensed outside of the province then more information is needed to start your claim.
Out-of-province vehicles are not insured with ICBC, which means we don't have access to their insurance information. If you’re involved in a crash with an out-of-province vehicle, it’s important to collect the right information so that we can track down their insurance company for your claim. If you don’t provide enough information you will need to pay your deductible whether or not you are at fault.
If you’re involved in an accident with an out-of-province vehicle please collect or take photos of:
  • The insurance company name, policy number, and phone number
  • Driver’s name, address, phone number, and licence number
  • Photos of the crash and scene
  • If the police attend, the police report number (where applicable)
  • The name and phone number of any witnesses


Are there any specific technical requirements for using your online claim service?

We recommend using the most up-to-date browsers for the best experience. The minimum browsers currently supported are:
  • Google Chrome v. 30 or higher
  • Mozilla Firefox v. 26 or higher
  • Internet Explorer v. 11 or higher
  • Safari v. 7 or higher


When I report my claim, why do you need to know if I am a GST registrant?

If you are a GST registrant, this means you are registered with Canada Revenue Agency (CRA), have a business number and sell taxable products and services. You will be responsible for paying the GST to the repair facility on completion of repairs to your vehicle.
ICBC does not pay the GST on repairs as you can claim the GST paid as an Input Tax Credit or apply to the CRA for a rebate. Insurance doesn’t cover expenses that you get back from other sources such as income tax deductions.

  • Assessed responsibility: This is the degree of responsibility assigned in a crash.
  • Deductible: The amount you have to pay toward repairs before your insurance pays for the rest.

  • Current location of your vehicle: For example, the tow yard, repair shop or ICBC facility where your vehicle is currently located.
