in 1999 of a book by two seniorcolonels entitled Unrestricted Warfare, which in essence declarethe terrorist attack is legitimacy. 911 attacked USA, the terrorist might have readthe book? The authors argued, albeit erroneously, that, since the rules of war had been devised by Westerncountries to benefit themselves and China had had no part in doing so, the PRC need not feel bound by them. Hence it could use whatever means were available to defeat theenemy, including terrorism and climate alternation, which would result inmassive civilian casualties.[1]Such kind of military thinking is nothing but hooligan rogue thought. General ZhuChenghu, while accepted a HK journalist interview, openly declared that China wouldrather use nuclear bomb to hit USA and destroy her 200 cities. Another general twoyears later said that China do not afraid of nuclear war, even if sacrifice a linedivide China from east of Xian, we still can survive!

Major General Liu Yazhou, who sometimes show his liberal constitutional thought, writingin the Hong Kong magazine Phoenix stated that China’s rise depends on adoptingAmerica’s system of government rather than by challenging US presence off thePRC’s eastern coast.[1] other times he proved a maintain the CCP regime effort, for all his priviledge come from the party.

Travelling to Pyongyang in 2008,Xi Jinping infuriated South Koreans by hailingSino-North Korean cooperation in the 1950 Korean war as a glorious page intheir history, he even said that it is justice war, against imperialism; however,Xi clearly know almost nothing the truth of the Korean war, history documents clearlyproved that is Jin attacked South-Korean with the supported by Mao first, laterobtained the consent of Stalin . While visiting Mexico in 2009, Xi spokeforcefully about “bored foreigners with fullstomachs who have nothing better to do than point fingers at [China].”Apparently considered unfit for consumption, the speech was deleted from PRCwebsites and news reports. [1] Itsshow that Xi still lacking experience to handle international affair that time.

China Patrol boatswarn Vietnamese fishermen off from contested islands, and Manila has tacitly conceded control over the contestedScarborough Shoal area to Chinese ships. Chinahas refused the Philippines’ effort to take the dispute to the internationaltribunal that adjudicates such disputes, even though both parties aresignatories to the convention giving it jurisdiction to do so.For territory integrityis the core interest of China, which is out of negotiation.
On the domestic front, Xi Jinpinghas promulgated the seven norms, further limiting free expression, andtightened censorship. Several outspoken university professors have lost theirjobs. Rights lawyer Pu Zhiqiang, Tang Jinling, Liu Shihui, Dr. Xu Shiyong areeither arrested and detained or sentenced for years into prison for their rightfulaction for freedom and justice of China. In all, his first year represents adisappointment for those who anticipated a more liberal regime, either domesticallyor in foreign policy.[1]

Xi Jinping seems well aware of the seriousproblems: the rotten corruption, the rich-poor hugegap, the catastrophic state of pollution in the environment, the indebtedbanks, the lack of an independent judiciary, party-state, protest everywhere, therule of law and free media, democratic elected centre and local officers etc.All are the fundamental political problem. Xi showsthat he has no will to change it fundamentally up to date.[1]

Xi Jinping seemsmore hard-line than most observers think, he has increased China’s military expenditure, rise13 general after he took power with six months, escalated the dispute withJapan, and made his first foreign trip to Russia. Xi hasmuch stronger relationship with military than either Jiang or Hu, He frequentlyinspects PLA forces, especially naval fleets, exhorting China’s military to ‘get ready to fight and to win wars’ and ‘to win regionalwarfare under IT conditions.’[1]

Chinaofficial declared fundamental goals are to preservethe country’s independence, sovereignty and territorial integrity, create afavorable international environment for reforms and opening up, modernizeconstruction, maintaining world peace and propelling common development.Important is China’s emphasis on creating abenevolent and peaceful external environment. To that end, the criticalpoints of Chinese foreign policy are maintainingpeaceful relations with other states, particularly neighboring nations, andcomplying with the principles of fairness and justice. The problem is thatneither has political freedom at all, nor has basic human rights of all, peopleliving under the CCP regime, in essence, are slaves who have no political rights, but the tool which can speak. Under such totalitarian dictatorship bloody ruling, the CCP still talk about fairness and justice, then shame become honor, justiceturn into nothing.

According to Dai Bingguo, the PRC’s first core interest ismaintaining its fundamental systemand state security, second is the sovereignty and territorial integrity and thethird is the continued stable development of the economy and society. China hasidentified Tibet, Xinjiang, Taiwan and South China Sea Islands as well asstrategic resources and trade routes as belonging to the ‘core interest’category. The PRC takes a stand that ‘core interest’ cannot be compromised andthat it will be protected through military means, if necessary. I donot know whetherDai’s is also Xi’s idea of the core interest, it is clear that the fundamental systemhere, although is not brand enough, it means Political system and economic system, which is a party-state, the CCP has permanent leadership position, which seize allpowers of the country, forbidden any other political exist at all, neither havefree media, nor the rule of law, not to say separate powers and balance and constrain.Such a totalitarian dictatorship could only spawn inevitable rotten corruption, cause rich and poor huge gape until upright with violent revolution to overthrewthe regime as the result.

In the last five years, China hasbuilt 20,000 miles of expressways, finishingthe construction of 12 national highways.Over the last decade, Shanghai alone has built some1,500 miles of road. China's urban population is projected to grow by350 million people by 2020, effectively adding today's entire U.S. populationto its cities in less than a decade. China has become the world's largest car market, and by 2025, the country willneed to pave up to an estimated 5 billionsquare meters of road just to keep moving (Calthorpe 2012:69).[1]

since the beginningof 2000, China has accounted for 40 percent of the growth in world oil demand.[1]Today in China there are 25 million vehicles on the road and that number isprojected to double by 2010 and reach 150 million by 2020. China has been a netoil importer since 1993. Today, imports comprise 35 to 40 percent of China’stotal oil consumption, growing 31 percent in 2003, and by 2020 China’s dependencyon foreign oil as high as 70 percent. Thus, China’s heavy reliance on MiddleEastern oil will conflict with other powers (Tanner 2005:230).
